Reading order matters more in manga than anywhere else. Each page is split into its panels and put in manga order before a word is spoken, so the balloons play in the sequence the artist laid out, not straight across the page.

Is there an app that reads manga out loud?
Yes, this one. It runs in any browser and in the iOS and Android apps: open a manga, press play and every balloon is voiced in reading order, with the sound effects and a score.
Does Audible have manga?
Audible sells audiobooks, including light novels from some manga series, but you listen without the pages. Here the manga itself plays, panel by panel on screen, with every line voiced.

Can I hear a manga in English if it is in Japanese?
Yes, on your own shelf. Once a volume has been performed you can buy it in another language: the dialogue is translated and voiced again by the same cast, and the original stays there to switch back to.
